HSE Manager (m/f/d) for construction site in process plant construction, starting immediately in SWEDEN in the Norrbotten County | 15+ months

TERMS

• The project is scheduled to start as of now and will run for at least 15+ months (with the option to extend).
• Contract type: fixed-term employment or freelance project.
• The position requires a commitment of 56 hours per week


RESPONSIBILITIES

• You provide technical consulting to site management regarding HSE.
• You offer technical consulting to contractor management, including HSE personnel, such as safety specialists and safety delegates, concerning HSE.
• You monitor the implementation and effectiveness of the site HSE management system.
• You develop suggestions for HSE improvement measures related to construction and commissioning.
• You inform Lead Construction and Commissioning HSE about the need to modify existing HSE-related basic documents.
• You support site management in implementing the project-specific HSE Program Site, including associated documents like Safe Work Procedures.
• If necessary, you modify or extend project-specific HSE documents, or initiate such changes.
• You develop, update, organize, and if necessary, execute training and education concepts for site personnel and contractors regarding HSE during construction and commissioning activities. This includes HSE induction training, required HSE instructions for site personnel, and training on selected HSE matters.
• You support site management in coordinating different contractors' HSE activities, especially through a HSE coordination plan and the permit-to-work system.
• You contribute to implementing the permit-to-work system, including technical checks of work permit sheets and applicable documents.
• You inspect site facilities prior to their first use to ensure compliance with legal and project-specific HSE requirements.
• You contribute to checking contractors' HSE documents and may audit them if agreed upon contractually.
• You conduct safety walks and participate in other walk-throughs according to project specifications.
• You monitor the use of required personal protective equipment.
• You support the coordination of special HSE supervisors and first-aiders.
• You assist site management in modifying, extending, and updating risk assessments for site activities involving site personnel.
• You check the implementation and effectiveness of protective measures determined in safety walk records and incident investigation reports.
• You collaborate with all participating HSE organizations, client personnel, contractors, suppliers, medical services, security, etc.
• You suggest disciplinary measures for HSE regulation violations as per project specifications.
• You actively participate in site meetings according to project specifications.
• You contribute to systematically notifying, reporting, and investigating HSE incidents, including unsafe practices and working conditions, as per Entity specifications.
• You evaluate and compile HSE statistics and performance, developing suggestions for preventive measures.
• You support site management in preparing HSE reporting.
• You assist site management in preparing and executing internal and external HSE audits.


QUALIFICATIONS
• Bachelor's degree in Occupational Health and Safety or related field.
• Fluent in English
• Swedish language skills desirable
• A BAS-U certificate must be held or obtained for this position
• Relevant experience in HSE management for process plant construction on site
• Excellent leadership, communication, and problem-solving skills.
• Proficiency in Microsoft Office and related software.
